The sensor-oriented CR3 data is developed into display pixels using demosaicing, white balance, tone, orientation, and color interpretation before JPG encoding. That makes the result a rendered photograph, not another untouched camera negative. The CR3 reader traverses an ISO Base Media package rather than the older CR2 layout, then selects the primary Canon raw item and its metadata associations. JPG output is always opaque and lossy, so judge it at high-contrast edges, gradients, fine texture, orientation, and any damage accumulated from repeated encoding.
